C-J says Beshear's Budget Accepts failure

Accepting Failure

What's so discouraging about Gov. Steve Beshear's budget, and now his six-year road plan, is that they concede defeat. They capitulate to the disastrous financial situation his administration inherited. He proposes to do nothing about it except cut, at least until the General Assembly comes up with what's expected to be a paltry increase in the state cigarette tax, or until revenues from his heavily resisted casino gambling plan begin to arrive.

Meanwhile, schools and students suffer, basic human needs aren't met by social service providers, the prison cycle worsens and, in the absence of a gasoline tax increase, there's not nearly enough money in the Road Fund to even begin doing right by Kentucky's highway infrastructure...
