(FRANKFORT, Ky.) – At its regular meeting Thursday and Friday, the Kentucky Board of Education heard presentations, had in-depth discussions and made decisions on a number of items.
The board unanimously agreed to ratify the contract of Jon Draud as Kentucky’s commissioner of education. Draud’s contract is for four years, and his base annual salary is $220,000.
The board heard a report from the Commission on Interscholastic Athletics, which conducted reviews of a number of items related to the Kentucky High School Athletics Association (KHSAA):
· Are business practices conducted efficiently?
· Are existing bylaws monitored and enforced?
· Is the amount expended for legal services appropriate and reasonable?
· Are eligibility rulings and appeals addressed promptly and consistently?
The report included several recommendations:
· Encourage superintendent membership on the KHSAA Board of Control.
· Revise the process for athletic appeals, including removing the Board of Control from direct involvement in the process.
· Employ full-time, in-house legal counsel and access external legal representation when needed.
The board heard a report on adolescent literacy and discussed development of an adolescent literacy agenda to address conditions for success. Other discussions and presentations included:
· an update on the performance of students at the Kentucky School for the Deaf and Kentucky School for the Blind
· information about the definition of “proficiency”
· a review of the Supporting Education Excellence in Kentucky (SEEK) funding formula
· information about the interim accountability model for schools and districts
The board took the following actions:
· released the Frankfort Independent school district from a declaration of emergency related to its financial status
· approved 2007-2008 local district tax rates levied
· approved district facility plans for Bullitt County, Ft. Thomas Independent and Fulton Independent
· approved district facility plan amendments for McCracken, Menifee and Montgomery Counties and Russellville Independent
· gave final approval to 702 KAR 3:130, a regulation related to a handbook that outlines accounting procedures for school activity funds
· granted a waiver to the Daviess County school district to allow granting Commonwealth Diplomas to students who complete a combination of Advanced Placement and International Baccalaureate courses
· approved emergency and ordinary versions of 705 KAR 4:250, a regulation related to an energy-technology career track program for middle and high school students
The board’s next meeting will be February 6 and 7 in Frankfort.
