Kentucky Board of Education meeting summary

BOARD DISCUSSES TESTING, FACILITIES

(FRANKFORT, Ky.) – At its regular meeting Wednesday and Thursday, the Kentucky Board of Education heard presentations, had in-depth discussions and made decisions on a number of items.

The board came to a consensus that the concordance table procedure for test scores from the Commonwealth Accountability Testing System (CATS) should be applied to the current accountability cycle. The procedure would be applied to accountability index scores for 2007 and 2008 only.

The board agreed to submit its 2008-2010 budget request and the 2008 legislative agenda. Members also agreed to add an item supporting raising the compulsory age of school attendance to 18.

Staff from the Christian County school district presented the district’s plans for improvement to the board, outlining efforts made to improve student achievement.
The board also discussed the school facilities planning process and heard a report from the state Auditor of Public Accounts on a facilities project in Harlan County.

The board took the following actions:

· approved 2007-2008 local district tax rates levied

· approved district facility plans for Clay, Gallatin, Graves and Owen Counties

· approved a request from the Jefferson County Board of Education to use an alternative formula to allocate funds to school-based decision making councils in 2008-09. gave final approval to 701 KAR 5:130, a regulation related to drug testing of teachers involved in illegal use of controlled substances

· gave final approval to 703 KAR 5:170, a regulation related to the criteria for the Highly Skilled Educator program

· approved five audit reports from the Office of the State Auditor:

o a review of the new Harlan County High School construction project

o a procedures review of the process used to audit school attendance

o a verification that local CPA audits of school districts complied with federal
requirements

o a standard review of the Child and Adult Care Food Program

o the annual Statewide Single Audit of Department of Education practices for fiscal year 2006

The board heard the following presentations:

· a report from the Kentucky Youth Advocates on a study of alternative education programs

· an update from the Kentucky Educational Collaborative for State Agency Children

· information about language proficiency standards for English language learners/limited-English proficiency and immigrant students

As provided for by KRS 61.810(1)(f), the board met in closed session to screen applications for the position of commissioner of education. No action was taken during the session. The board plans to interview a group of finalists in mid-November.
